Section 1

Executive summary

Prishtina REA enters implementation with a preliminary targetable outreach pipeline of approximately 42,020 potential learners across ten EU Member States. This equals 8.4 times the contractual target of 5,000 verified completions and provides a preliminary capacity buffer of approximately 37,020 potential learners.

The total combines 14,370 potential learners supported by proposal and current country-pipeline evidence in Belgium, Spain, Greece and Slovenia with 27,650 conservative working estimates for the selected EfVET routes in Finland, the Netherlands, France, Portugal, Cyprus and Italy. For the six EfVET routes, REA has applied cautious planning assumptions to published institutional or network reach rather than treating the full published population as a project commitment. REA owns and manages the complete ten-country pipeline and remains responsible for converting estimated reach into named institutions, eligible cohorts, active learners and platform-verified completions.

Delivery will follow four controlled phases. Country estimates enter the contractual forecast only when a participating institution, responsible educator, eligible cohort, language and delivery window are confirmed.

Results framework and completion standard

2.1 Contract objective

  • Mobilise secondary-level learners across EU Member States to access, engage with and complete The Power of Advanced Materials course.
  • Achieve at least 5,000 platform-verified completions by 31 August 2027.
  • Support schools and educators to integrate the course into classroom, VET, STEM club or extracurricular schedules.
  • Maintain brand-aligned, GDPR-compliant and traceable outreach, delivery support and reporting throughout the contract.

2.2 Completion definition

A learner counts toward the KPI only after completing all Knowledge and Challenge units and passing the final quiz with at least 75 percent.

Section 3

Outreach strategy and delivery principles

  1. Activate every credible support and country route in parallel to build sufficient scale and geographic diversity.
  2. Count a country contribution only after a named institution, educator, eligible cohort, language, delivery format and delivery window are recorded.
  3. Secure the responsible educator before treating a cohort as committed.
  4. Schedule both course phases and the final quiz as one completion journey.
  5. Use platform data and cohort records to identify the precise point of learner drop-off.
  6. Maintain reserve schools and cohorts so delays in one country do not threaten the overall target.
  7. Use common master materials and a controlled approval process to keep communication accurate and affordable.

3.1 Mobilisation funnel

Each pipeline entry moves through six evidence gates. Only committed cohorts enter the operating forecast; only verified completions count toward the KPI.

Section 4

Country mobilisation plan

REA's preliminary outreach pipeline covers all ten countries identified through the Technical Proposal and subsequent EfVET country selection. Direct proposal and current pipeline figures are used where available; conservative estimates based on published institutional or network reach are used for routes still undergoing institutional validation. These figures represent REA's managed outreach capacity, not commitments by supporting organisations and not confirmed completions.

4.2 Supporting organisation engagement requirements

Supporting organisations act as voluntary outreach facilitators. They may provide introductions, disseminate approved information and identify potentially relevant institutions. Prishtina REA retains responsibility for direct institutional follow-up, eligibility checks, school coordination, cohort confirmation, delivery support, monitoring and reporting. Any paid or subcontracted activity would require separate written arrangements in accordance with the Service Agreement.

Section 5

School and educator activation plan

5.1 Activation sequence

  1. REA identifies a relevant institution directly or receives an introduction through a supporting organisation.
  2. REA provides approved course information and confirms institutional interest.
  3. Institution nominates the responsible educator or facilitator.
  4. REA and the educator confirm learner eligibility, cohort size, language and delivery format.
  5. Both course phases and the final quiz receive agreed dates or a defined completion window.
  6. REA records the cohort in the live pipeline and provides the teacher activation package.
  7. REA monitors delivery, progression and completion and assigns recovery actions when required.

5.2 Cohort admission criteria

A cohort is admitted only when all seven criteria hold. Tick what a proposed cohort has confirmed to check it.

6.2 Teacher activation package

Prishtina REA has accessed and tested the course on the Circular Learning Space. Administrative monitoring access, reporting permissions and the final reporting fields will be confirmed with EIT RawMaterials.

The school and teacher information sheet and the teacher delivery guide have been received from EIT RawMaterials. These resources will be incorporated into the REA teacher activation package together with registration guidance, delivery options, the completion checklist and support information. The package covers:

  • One-page course brief explaining the audience, learning value, duration and completion definition
  • Visual delivery map covering the Knowledge Units, Challenge Units, peer presentation and final quiz
  • Timetable options for different school settings
  • Platform registration and access guidance
  • Short Challenge facilitation notes
  • Completion checklist, FAQ and one support and escalation route

6.3 Teacher support service

Support will focus on barriers that affect completion: platform access, timetable selection, Challenge facilitation, incomplete cohorts and the final quiz. REA will use short briefings, approved recorded guidance where useful, scheduled support sessions, FAQs and targeted follow-up.

Teachers facilitate the local group activity; REA coordinates, equips and monitors the process.

Section 7

Learner engagement and completion recovery plan

Common completion sequence for every cohort
Onboarding→Reminders tied to delivery dates→Readiness check before Challenge→Follow-up of inactive learners→Immediate quiz prompt→Defined recovery window

7.1 Core engagement measures

  • Clear explanation of the complete learner journey and the 75 percent quiz threshold
  • Teacher-led reminders before each scheduled phase
  • Shared class completion goal and peer presentation
  • Immediate final quiz prompt after the Challenge Phase
  • Catch-up window for incomplete Knowledge or Challenge activity
  • Proportionate class, school or teacher recognition subject to client approval

7.2 Recovery protocol

Apr–Jun 2027Main scale-up through confirmed institutions and facilitated learner channels2,0003,700
Jul–Aug 2027Remaining cohorts, reserve channels and completion recovery1,3005,000

The delivery forecast converts only confirmed cohorts into expected completions. It is therefore deliberately conservative relative to REA's preliminary ten-country pipeline of approximately 42,020 potential learners, which equals 8.4 times the contractual target and provides room for institutional conversion loss, learner attrition and delivery delays. Country estimates will be replaced progressively by named institution and cohort evidence as validation advances.

10.1 Country allocation method

Country targets will be assigned only after evidence confirms the institution, educator, cohort size, language and delivery window. The approved forecast will distinguish committed cohorts probable cohorts and reserve capacity. REA will avoid dependence on a single country by activating all support routes and the additional EfVET countries in parallel.

Section 11

GDPR and safeguarding controls

  • Process personal data only for the project and in accordance with client instructions and applicable law.
  • Use Circular Learning Space as the primary learner completion record and avoid unnecessary parallel learner databases.
  • Collect the minimum operational information required for cohort coordination and reporting.
  • Limit access according to role and maintain secure storage, incident escalation and deletion arrangements.
  • Avoid direct contact with minors unless the school and client-approved procedure expressly authorise it.
  • Obtain applicable school or guardian permissions for photographs, testimonials or public learner content.
  • Use gender-disaggregated information only where lawfully available and necessary for project monitoring.
  • Notify EIT RawMaterials promptly of any actual or suspected incident involving personal data.

REA ten-country learner pipeline

Planning estimates for outreach management. They do not represent confirmed school participation, guaranteed registrations or verified completions.

Proposal & pipeline evidenceEfVET conservative estimate
CountryEvidence basis for REA pipelineEstimated potential targetable learnersPipeline validation position

Estimation method. Direct Technical Proposal and updated country-pipeline figures are used where available. For selected EfVET routes without direct learner commitments, REA applies conservative planning estimates to published institutional or network reach, normally around 10 percent and rounded down. Portugal and Cyprus use cautious school-route assumptions where a complete learner population is not published. Every estimate will be replaced by named institution and cohort data as validation progresses.

Published basis checked on 22 October 2026: Stadin AO 17,000 learners; OSAO 9,500; Keuda more than 12,000; ROC van Amsterdam 33,271; Curio more than 23,000; Summa College 16,857; CCCA-BTP 102,916 BTP apprentices; SEPR 3,800 learners; ANESPO more than 140 VET schools; EPATV 650 learners; documented CARDET school routes; Emphasys secondary and high-school STEM provision; and Scuola Centrale Formazione 30,744 learners.
